Dear Fire Chief:
This page contains the information needed to renew your membership in the North Carolina State Firemen’s Association (NCSFA) for the calendar year 2011. Membership dues are $20.00 per person listed on your roster, including retirees if you choose to keep them on your roster. Your benefits with the NCSFA will cease at midnight on January 31, 2011. Benefits will be reinstated when membership dues arrive in our office.
Certification
This roster also serves as the certification roster for the State Treasurer’s Office. This eliminates the need to send in a certification roster to the state. We provide this service for you. All departments must certify the training hours for their membership. You do not have to join the NCSFA to do so, but all departments must provide us with the certification information for their department. Just fill out the roster, noting those who should be certified and return the roster with no payment. This will certify your members, but they will not be covered with the benefits offered by the NCSFA. You are simply certifying that your members have the required 36 hours of meetings and drills so that they are covered under the state line-of-duty death benefit.
Certification is also required for those participating in the pension fund to receive a year of credit. The certification year runs from January 1, 2010 – December 31, 2010.
Processing
We will be processing more than 1300 fire department rosters in the coming weeks. To make the job easier, please follow these directions:
- Make corrections on the roster provided. DO NOT substitute your document for our roster.
- If you are a new Chief, please cross out the old name and write your name above it.
- To delete a member off your roster, simply draw a line through the name and address.
- To add a member to your roster, please fill out all required information on the “New Members Only” form.
- To make a correction to a member’s info, draw a line through the incorrect information and write in the correct information.
- Include ENTIRE Social Security Number – only the last 4 digits will be shown on the roster.
- List Date of Birth in the space under the member’s name.
- Include Address in the address column.
- List Phone Number and E-mail under the Phone/Email Column.
- List Gender under the GEN column (M or F).
- Do not put a prior years date in the Effective Date. If you have not paid for that member for the previous year their begin date will begin the 1st of the current year.
- List Marital Status under the MAR column (M for married, S for single, W for widowed).
- List Paid, Volunteer, or Retired under the P/V/R column. Jr. Firemen may be listed on the roster as volunteers.
- Mark Certification under the CERT column. Mark N or the Y to indicate whether the member has received 36 hours of training from January 1, 2010 – December 31, 2010. IMPORTANT: YOU DO NOT HAVE TO BE A MEMBER OF THE NCSFA TO PARTICIPATE IN THE PENSION FUND BUT YOU MUST FILL OUT THE ROSTER AND ANNUAL CERTIFICATION OF FIREMEN FOR THE DEATH BENEFIT AND TO RECEIVE CREDIT IN THE PENSION FUND.
- List any “New Members” on the new member’s only sheet (available here) with all the information needed. New Member Only forms and Add/Delete forms can be downloaded from our website: www.ncsfa.com anytime during the year.
- Fill out the Annual Certification of Firemen form. North Carolina General Statute 58-86-25 requires that all certified fire departments submit a complete roster of its eligible firemen annually. Failure to accurately and promptly report this information is a violation of G.S. 58-86-25. It is your responsibility as Chief to see that the roster and the Annual Certification of Firemen are completed accurately and returned promptly to this office by January 31st.
Calculating Payment of Dues
Dues are computed on a per person basis. To calculate the amount of dues owed, start with the original number on the roster, subtract any deletions and add all new members. This will give you the total number of people on your roster. Multiply that number by $20.00 and this will give you the total amount due. For your convenience, here is a sample invoice that you can use.
You can pay for your dues by check or Credit Card (Master Card or Visa). To pay for your dues using your credit card, fill out the credit card section on the front of your roster.
NVFC Option
Included on each roster is the “OPTION” ($12 additional per member) to sign up the members of your department for a membership with the National Volunteer Fire Council (NVFC). More information is available here.
Updated Roster and Membership Cards
We will mail you an updated roster with membership cards once we have the roster information entered in our computer. Membership is only valid if the person’s name appears on the Fire Department Roster and showing the Fire Department is a member of the NCSFA. Please be patient during this time as we will be processing more than 1300 fire department rosters in the coming weeks.
Throughout the year, please notify us via mail, fax, email, or online of any changes to your roster. Changes cannot be made over the phone. Questions concerning the renewal process should be directed to our office at 800-253-4733 or email us .
