In 2000, the leadership of the North Carolina State Firemen's Association held a "mini-conference" whose purpose was to facilitate a meeting amongst the leaders of North Carolina's fire service to foster consensus on key major issues facing the fire service.

The intent was to develop a vision for working towards addressing issues in a consolidated manner.
